US has occupation plan for Iraq. The White House unveiled the plan as soon as the Congressional resoltuion was passed. The plan, apparently based on the U.S. occupation of Japan after WWII, has Gen. Tommy Franks in the Douglas MacArthur role. The plan marginalizes Iraqi opposition parties to prevent a repetition of the infighting in post-Taliban Afghanistan, and, most galling, calls for war crimes trials for Iraqi officials.
