An Enforceable Ban on Bioterror: “The attacks of Sept. 11 and the spread of anthrax have forced the Bush administration to reconsider its ill-advised antipathy to strengthening the 1972 treaty that bans the development, production and possession of biological weapons. This week President Bush proposed ways to assure international compliance with the accord.
